When Windows start up and boots, it reads its startup file and attempts to load every programs in there all at the same time. Therefore if you have quite a lot of programs starting up when Windows starts, each program will try and grab CPU time and memory all at the same so that it can load. You should see your Windows start up slower as the list of programs to start up grows.
Startup Delayer allows you to setup how many seconds after Windows has started, to load each program. With that, you can now choose to setup Updater programs like Java updater to delay from running. Startup Delayer is compatible with Windows 98/ME/2000/XP/Vista.
