  1. Singapore Are Second Class Citizen in their Homeland. Singaporean must pay $100 levy just to enter casino which are also located in their homeland. As a result, many Singaporean end up loosing big money on tables & slot machine in the casino because force to place big bet to recover the $100 levy. However, work-permit holders who're working & staying in Singapore for long period of time can happily enter the casino here without paying anything. They can enjoy free drink & food with small bets on tables $ slot machines. They just need to win $10 to cover the cost of bus fare to get there or even taxi fare if 3 of them share a cab. $100 levy won't stop Singaporean for gambling in casino, only to force them to take higher risk and place bigger bets or drive them to gamble on cruise ships which anchor off-shore.
